Alternative political cartography: a more rational union


Most of this piece was written in 2017 (probably after another soul-destroying election result) but left in draft and I just came across it again. Depressingly, it still resonates; only more so. Some musings from a politically angry but ever hopeful soul.

Is it just me or is it not blindingly obvious that a more rational, modern and fit-for-purpose political geography might mean the 'united kingdom' of these islands has a chance to survive and prosper? You wouldn't know it from the woeful lack of progressive political discourse in Parliament and the media, either hell-bent on a 
reckless charge towards a damaging Hard Brexit and the then seemingly inevitable break-up of Britain (oh the irony!) or unable to voice an alternative narrative. A sleep-walk into changes which do little to address the grievances, disillusionment and inequality that abound within society.

What if we had a more grown-up polity, reflecting the geo-political realities of the country along a more federalised model (you know, like those moderately successful countries Canada, Germany and Australia)? Maybe something like the arrangement mapped above? 

Without a seemingly permanent Tory hegemony, which really doesn't reflect our complex society, maybe we could even have a fighting chance of responding better to the pandemics, environmental changes and other challenges of the future? Some notes to flesh out this Utopian dreaming are presented at the end of this piece.

Well its an interesting exercise for those who want to imagine what a better country might look like; a future not dragged down by a backward-looking Little Englander memory of what never was, policy-making in the hands of Populist leaders in thrall to disaster capitalists, neo-fascists and libertarian Svengali figures, only interested in short-term headline grabbing. People will disagree, maybe because they feel the time has come for Scotland to break free, Ireland to unite or Wales to rise up - and who came blame them really; others who cannot see beyond the Mother of all Parliaments, 'first past the post gives us strong government', England is Britain mythology. But - to me - such a devolved federal structure, or something like it, is the only positive way forward for these islands.

Sadly, such ideas seem like so much pissing in the wind in the current stifling political climate, dominated by reactive and inadequate responses to the Covid-19 pandemic, the pettiness and division of Brexit, pressures for Scottish independence and so forth; all the time the climate emergency gathering pace. Let's hope the next generation are able to participate in more positive debates to discuss options for and the practicalities of democratic rebirth rather than the divisive and dispiriting cant that we are currently having to put up with. We want our country back? Too bloody right. 

And a name for this brave new vision: Federal Republic of Britain? Albion Unchained? Well I suppose we would have to have a referendum on that ...  

Notes 
This model essentially builds on the devolved system already in place across Northern Ireland, Scotland and Wales but, crucially, extends this to England. The idea is not to somehow extinguish England but to recognise that there is and always has been a strong regional element to its identity (which is a good thing!), it is by far the largest of the 'nations' within these islands and needs governance closer to the people but that does not dominate the other constituents of the union, and also a model that heads off the potential for 'anti-Celtic' English nationalism.

The English regions actually suggest themselves fairly easily: most have a deep historical resonance and unity, often stretching back to England's beginnings in the 'Anglo-Saxon' centuries, and provide fairly equal populations and diversity of cities/ towns/ country etc. The most obvious break from this is London. Large enough, confident enough, great enough to be a true city region - subsuming it in a 'South-east' region would do neither it or the surrounding shires any favours. This arrangement allows the Great Wen to punch its weight as a world city whilst remaining rooted in its British hinterland, its central government-Westminster village shackles and vices removed. And why Derby to take over the mantel for the National Parliament? Well it has to be out of London, the big cities wouldn't need it (they will be the heart of their own regions) and its somewhere central that needs a bit of a pick-me-up. 

There would be some debates to be had around the margins when drawing the boundaries of and naming these regions. I've put Northamptonshire in the East Midlands but it could be the included in Mercia or even the Home Counties. Hampshire is Home Counties but could be Wessex if history was the only consideration. Cumbria is usually lumped in with the north-west but seems to more naturally ally with the north-east. The North-west is a pretty uninspiring moniker but what's the alternative: Cheshire and Lancashire; Greater Mersey-Manchester? And so on.  

The 'Isles' get equal billing with Scotland as a nod to the feeling that they don't quite feel represented in such a geographically large domain (Scotland and the Isles looks huge in comparison to the English regions but its population is on a par with Yorkshire). Should/ would Northern Ireland sit well in this new arrangement or is it time for the island of Ireland to go its own way? This is still a raw and contentious issue. Some might even call for Ireland to be welcomed into a true British Isles model, but there is way too much baggage for that to seem anything but naive (and would, no doubt, seem deeply unappealing to the vast majority of Irish people). 

Some details:
  • The nine English regional assemblies, Scottish Parliament and the Northern Irish and Welsh National Assemblies would have devolved responsibility for day-to-day public services and regional policy, with local tax-raising powers to fund them (including an adjusted redistributive element to ensure richer areas support those with lower tax income), i.e. 'Devomax'.
  • Federal elections for all of the devolved bodies through proportional representation (with public funding for parties, groups and individuals who meet set criteria for participation). I make no secret of my dislike of the Conservative Party (not to mention UKIP/ Brexit Party) but in a grown-up system they deserve to have a voice - or even dominance - in areas where they have support: it would be up to the other representatives to work with them or win the argument.
  • A small National Parliament and part elected Second Chamber for policy and legislative scrutiny to replace the Westminster Parliament and House of Lords (with no hereditary members). Representatives of the elected members of the devolved bodies would make up the Parliament, with a leader or managing team elected by this group via cross-party secret ballot (the broken model of 'winner takes all' first-past-the-post adversarial politics and all-powerful Prime Minister would be consigned to history). The role of the Parliament would be restricted to foreign policy, planning for a sustainable future, strategic national infrastructure concerns, allocating budgets to the devolved bodies (based on a redistributive formulae) and promoting best practice across regions. 
  • The National Parliament would not be a full-time body but would meet regularly rotating its location, perhaps annually, between Cardiff, Edinburgh and Derby. Its reduced central civil service would be based in one location, probably Derby due to its geographic centrality. 
  • Scotland and Wales (and for that matter any English region) could secede from the union where a super majority (60:40) of the voting population of that entity backed independence. The process for getting to this stage would need to be carefully constructed (as we are being Utopian here, political parties would not be able to campaign during the voting process and a road map spelling out how independence would be achieved and what it would look like would be produced by an independent commission, with no reference to 'cake', 'sun-kissed uplands', 'unicorns' or Braveheart). Arrangements for Northern Ireland to secede would be as per the Good Friday Agreement.
  • Members of the European Parliament (yes, in this brave new world we have rejoined the EU!) would be elected through proportional representation (as now) but represent the same geographical region as the devolved bodies and work in partnership with their peers in the devolved body. 
  • Oh, and the monarch would be replaced as head of state with a directly elected president (though what, if any, leadership role this figure-head would have in the National Parliament would need to be thought through). The royal retinue would be pensioned off and live out a peacefully extinction. Royal properties would be handed over to the National Trust. This is probably the least important element of the whole package. 
  • A written constitution to enshrine the principles of these democratic processes in law.

Ben Myers - The Gallows Pole: Once upon a time in the West Riding


The arresting cover of Ben Myers' sixth novel is a statement of intent for the work inside: historical fiction with danger and harshness and radicalism foregrounded; a bit punk rock, a bit psychedelic, not too knowingly retro. Frankly, I'd have bought it for the cover artwork alone. Thankfully, this is an author with form and the story itself does not disappoint; it cracks along at pace, based on a little-known episode in history tailor-made for the strain of gritty rural-noir which Myers, Paul Kingsnorth, Cynan Jones, Ross Raisin and others have rendered in recent years. The unearthed source material merits such a telling. It's the 1760s and the wild West Riding of Yorkshire is on the cusp of transformation, careless of the coming pandemonium to be wrought by industrialised manufacturing. Amidst the self-reliant weaving communities of the Calder Valley - for William Atkins (The Moor) 'a ditch made dim by its narrowness', a place of fugitives - emerge the Cragg Vale Coiners. Led by the brutally charismatic 'King' David Hartley, their outlaw business is the clipping of coins to produce counterfeit money; local currency for local people, recycled coin outwith the control of not only the crown, government and taxation but also the new capitalists ready to harness and exploit the power of land and labour. Thus, a dangerous business and (literally) a capital offence.    

The book's stylistic and narrative similarities with Kingsnorth's The Wake are striking. Both have central characters - David Hartley and Buccmaster - who are deluded, self-mythologising and ruthless yet also cast with a certain 'Man With no Name' dark allure. Like mythical cowboys of the northern past, these doomed men raging against the dying of the light are also possessed of pagan visions of stagmen and the old gods. Both authors utilise blunt vernacular speech to give voice to their protagonists, albeit in Kingsnorth's case a 'shadow tongue' version of Old English is utilised for the whole narration.


In the opening chapters, we see how up and over from the surrounding valleys men come to King David's call, 'like crows to the first pickings of carrion after the snow melt'; a repetitive roll-call of locally entrenched surnames: Dewhurst, Clayton, Sutcliffe, Bolton, Hepworth, Eastwood, Bentley, Hoyle, Pickles, Sykes, Greenwood, Feather and Proctor. These everyday monikers later counter-pointed by the tally of Yorkshire nobility called from across the ridings to address the threat to their wealth and power presented by the coiners activity. We dig repetition, as Mark E Smith would have it, and so does Ben Myers. It's a technique used deliberately and effectively throughout, toughening the narrative: 'the moors are ours and the woods are ours he said. And the marshes are ours and the sky is ours and the fire is ours and the forge is ours. The might is ours and the means are ours and the moulds are ours and the metal is ours and the coins are ours and the crags are ours and this grand life in the dark wet world is ours.'

Hartley's lair is high amongst 'the hill's hanging silence', to use Ted Hughes' description of this haunted terrain of his youth, where bosky slope gives way to moorland waste. A hint of Cormac McCarthy pervades the depicted harsh beauty of this landscape. When Hartley's nemesis, excise-man William Deighton - a walker of the moors and valleys in pursuit of those who would evade the (real) king's tax - returns to Halifax in the gloaming, the town's lights flicker 'as if the sky had fallen in defeat, and draped itself across the rise and fall of the bloodless, smothering land.' To my mind what elevates Myers prose above much similar place-bound company is the clear rootedness of the writing in the Calderdale-based author's embodied knowledge - based on walking and observing - of the landscape in which the actors operate, buttressed by an authentic portrayal of the life-rhythms of those working the land. This is an author unafraid to leaven the drama of the story with the small detail of rural life: for instance, a couple of pages describing a scything team working their field at pace 'as they raced against the season and the coming of the harvest moon.'

A certain poetic mysticism is also scattered amidst the thrifty speech of Hartley and the Coiners, somewhat at odds with their rough ways: 'rope or rain or a day threshing grain ... I take each as it comes'; 'the moor is the moor and the wind always blows.' Thugs ain't what they used to be, perhaps. Silver-tongued maybe, but there are frequent brutish scenes of rising and implied violence, recalling prime-Scorsese or, closer to home, Shane Meadow's Derbyshire-set Dead Man's Shoes in their cinematic menace and liberal deployment of the harshest word in the English language, not quaint. The shocking end of loud-mouth drunk Abraham Ingham thrust head-first into an open fire, 'left smoldering, a spent match in human form' as his killers return to their tap-room pints, is particularly wince-inducing. As is the defilement of the traitor James Broadbent in York gaol. A gruesome end seems to be a possibility for just about everyone involved.

This violence, combined with the radical social commentary of the story and pervasive sense of movement through the landscape, bestow filmic qualities which the author acknowledges as he describes an eclectic playlist put together whilst writing the book. It's not hard to hear this music soundtracking a film adaptation of the book, which might look a little like a mash-up between Ben Wheatley's A Field in England, Ken Loach's Black Jack and Stanley Kubrick's Barry Lydon.

As the place-names in the narrative came thick and fast - reminiscent of a seventeenth-century survey of manorial bounds - I pulled out my battered Ordnance Survey map of the South Pennines, weathered by time, held together by yellowing sellotape. Family connections bond me to the country immediately north of Calderdale, Keighley and the Worth Valley over Cock Hill and Nab Hill, and I have previously posted about this landscape, my younger self's introduction to hill walking, now embedded in memory. The names on the map speak of place as, above all, morphology and topography. Northern - mostly Anglo-Saxon or Norse - descriptors of the lie of the land. Clough, slack, holme, delf, edge, nook, wham, carr, hey, hole, head, nab, bank, dyke, shaw, royd, shelf, stones. A lexicon used by Myers to rivet the narrative to its locale; to particularise the valleys and streams and rocky places and moors and woods in which the story unfolds. Many of these toponyms have been appropriated as local surnames, fixing a symbiosis between people and place; the bearers literally a product of their landscape. And there, above the river Ryburn feeding into the main Calder Valley, a crow's fly over Crow Hill from the Hartley homestead in Cragg Vale, spreads Gallows Pole Hill. Presumably, part-inspiration for the book's title (alongside the traditional song, The Maid Freed From the Gallis Pole)?


One minor place-naming misstep is the use of Calderdale and West Yorkshire, modern-day administrative units which would not be used as descriptors of the local area by eighteenth-century folk. Not sure either about the use of the archaic 'Yorvikshire' in Hartley's vernacular, but artistic license at play here so fair enough. Of course, it is the storyteller's prerogative to extrapolate the partial facts that are fed down through history but this reader also wonders whether King David really was as locally revered and acclaimed as suggested. How many really were thankful to Hartley for clothing and feeding them, and giving them hope? Did thousands really line the old streets of York to view his procession to the gallows?

Not in dispute are the economic changes which circle around and loom over the actions of the Coiners (the 'progress' of proto-capitalism, industrial development, a hardening of the rule of law and land ownership), prefiguring the enormous rupture in the way of life of the independent dwellers of these previously left-alone valleys that the Industrial Revolution would bring. Earlier in the eighteenth-century Daniel Defoe had commented approvingly on the lack of dependence on and subservience to the gentry amongst the self-sufficient and egalitarian populations of the farmsteads and hamlets of these hilly districts of the West Riding. As the century draws to a close the characters here are lamenting not only that 'the machines and mills are coming' but also 'they do not give a fuck about us hill-dwellers'; 'the land is being sold off. They say there are mills the size of cathedrals in Lancashire.' The self-made prosperity of the cottage industry of small-holdings and hand-looms is coming to an end. A few decades later Halifax and the Calder Valley would be central to a more famous popular uprising, the revolt of the Luddites; a conflict which Robert Reid in Land of Lost Content described as threatening 'the stability of the nation from within as it had never been threatened since.'


In the end, and in the face of this maelstrom, we leave Hartley dreaming of his moor and woods, and the Stagman: 'still he waches now and so too will be there when im drug up to that gallis pole that awaytes us Heel be thur I no it Waytin a me.' In reality, as the epilogue hammers home, 'the stone cathedrals of mass production' were to win out and King David would be forgotten. Mills and new rows of terraced houses, and turnpike roads, canals and railways, would remorselessly fill the valleys, transforming not only the population's economic and social lives but also the very landscape. The Coiners and their descendents would ultimately bend to the will of the new puritans of capital, commerce and mass-production.

Digging the English landscape of radicalism and rebellion

This was at one time to be a lengthy treatise on the noble tradition of English radicalism and rebellion woven into the history of the landscape in times past and still abroad. However, energy feeling diminished and lacklustre in the wake of the election result, it has become more of a modest poultice to salve the wounded progressive heart; a sketch of rememberings and reminders.

A wake indeed. In the afterword to his visceral story of doomed English resistance to the brutal annexation by William, Duke of Normandy (or rather Guillaume le Batard), The Wake, Paul Kingsnorth laments that "The Norman invasion and occupation of England was probably the most catastrophic single event in this nation's history. It brought slaughter, famine, scorched-earth warfare, slavery and widespread land confiscation to the English population, along with a new ruling class who had, in many cases, little but contempt for their new subjects". And at times like these, as the Bullingdon Club cements its neo-Norman hold on the levers of power and influence, does it not feel as though we have been waking up to groundhog day ever since? Held in a constant state of arrested development by the descendants (both real and in spirit) of William's blood-soaked and avarice-filled retinue. Even now, we are unable to free ourselves from the Norman yoke; fighting amongst ourselves, bitterness endemic, hope shrinking. Farage and the UKippers as rebellion? What a fucking joke.

But there is a counterpoint to all this defeatism; to the passive-reactionary Little Englander 'musn't grumble' mind-set (and away from the heady but combustible mix of Scottish progressiveness and nationalism). Thankfully England, as a temporal, geographical and imaginative entity, is as awash with ragged energy and free-thinking as it is held back by a veneer of respectable timidity and dothing of its cap to those Norman shadow-walkers. Rebels with a cause, pioneers of social justice and artists with a conscience abound throughout history.

So harness the radical spirit of Englishness ...

In the words of David Horspool in his survey of The English Rebel: "Above all, English rebellion isn't exceptional. It is what has happened in this country for at least a thousand years, and we can safely predict that it will carry on happening."

Kei Miller - The Cartographer Tries to Map a Way to Zion


A new collection by Jamaican poet Kei Miller; a dialogue between a map-maker, seeker of rational order and cartographical truth, and a rastaman, for whom the landscape, its names and landmarks weigh heavy with history, sufferation and spiritual hope.

The cartographer:
... My job is to untangle the tangled,
to unworry the concerned ...

The rastaman:
... the mapmaker's work is to make visible
that shoulda never exist in the first place
like the conquest of pirates, like borders,
like the viral spread of governments.

Where is the (human) life of the fields?



After a two month lay-off due to a ruptured Achilles tendon I am glad to be back out roaming again. A day of late autumnal brilliance led me to a favourite place, the hidden combes below the hamlet of Cold Ashton: a becalmed swathe of deep England happy in its steeply contoured obscurity. I’ve been afoot here for a decade, at least twice a year. Absorbing the solitary serenity it occurred to me that I could hardly recall ever meeting or even seeing another human being on these numerous wanderings, once away from the road. To be in a long settled and wrought landscape, a stone’s throw from Bath and Bristol, in a densely populated country and have the place to yourself – acres of splendid isolation - is a curious thing. There is much to gain from wandering alone – time to think, away from the clamouring noise of everyday life – but this got me wondering existential thoughts about the very idea of my lone occupation of such places.

How we, the neo-landless masses, interact with landscapes outside of the narrowly prescribed to and fro of our immediate living, working, leisure and travel environments is something to ponder whilst out on an unshackled walk: even the most lowly cottager of pre-urban society would most likely covet our home comforts but be at a loss to understand how little of the land around us we actually have a stake in through common rights and custom. Such thoughts bring land ownership and legal rights of access into sharp relief, as well as the artificial lines that are often drawn between the rural and the urban. These themes are at the heart of two recent media articles: Prince Charles' comments in Country Life berating the loss of connection between urban dwellers and rural life (apparently unencumbered by the irony of a beneficiary of enormous inherited wealth and estates admonishing the descendants of those driven off the land by poverty or coercion for their lack of understanding of the countryside); and Simon Jenkins' article on threats to the rural landscape as he comes to the end of his term as Chair of the National Trust. In their different ways both seek to reinforce the view that the countryside needs more 'protection' from development and change. This is in many ways an admirable sentiment, as is Jenkins' view, mirroring a current campaign by the Campaign for the Protection of Rural England, that the pressures on the housing market should be primarily met by developing brownfield and derelict sites in urban areas. 

However, in seeking to preserve the rural landscape in idealised form there is a danger that it becomes an ossified version of itself; notwithstanding the fact that efforts to defend and conserve landscapes in this way, through designation, campaigning, management schemes and so on, necessarily have to focus on those deemed to be of most value, thereby leaving swathes of less heralded countryside at the mercy of intensified agri-business and mission creep urban infrastructure. The binary problem of a concentrated but spreading urban population, culturally adrift from its high status (and high cost) rural hinterland can only be exacerbated if this is our only response to developers and businesses who see the countryside in terms of pound signs. 

Curiously, one of the more optimistic sounding conservation movements of the moment, rewilding, may only add to this problem if followed to its logical extremes (and the rhetoric of some of its advocates seems to be worryingly fundamentalist in tone, with vague exhortations to 'control' human population and immigration). There is certainly significant scope for returning parts of the landscape to a more self-willed natural state - thereby enabling flora and fauna to reestablish a less anthropocene dominated ecological balance. Though rewilding surely has its place, it should be remembered that, in Asa Briggs words "...nature and culture - the latter a word derived from the land - are inextricably entangled in Britain as a whole" and if human engagement with the environment was even more highly concentrated in the urban (and suburban) realm to enable the wild to reassert itself elsewhere then the landscape - and our relationship with it - would be all the poorer.





As the images from my recent walk shown here illustrate, much of the rural landscape is remarkably depopulated, like a Hardy-esque scene 'swept by a spectral hand'. This is at odds with the received wisdom of a crowded, densely populated island where it is no longer possible to find space or tranquillity. In fact in pre-modern societies, though the total population was much smaller than today (cities of any significant size having yet to develop) it was more evenly dispersed, with hundreds of residents in even the most remote parish or township; the shouting and unruly swains, shepherds, woodsmen, maids and gypsies of John Clare's poetry-social commentary. Even in Richard Jefferies time, the late nineteenth century, as he traces the course of a spring-born brook through 'the life of the fields' in Wild Life in a Southern County the wildlife and natural history that he observes are in the context of a highly peopled environment - in field, wood, farmstead, hamlet and village. This pattern of settlement, allied to the fact that the majority of the population were engaged in working the land in some way, meant that today's rural backwaters were much busier places. To give an example, on my three mile route along the hushed valleys around Cold Ashton there can be seen grassed over terraced strip lynchets indicating medieval land under the plough, the ruins of a mill and its silted up pond, woodland intensively managed as coppice until recent times, an abandoned farmstead and numerous tracks and holloways that are now verdant footpaths or overgrown but would have been well used thoroughfares. This pattern could be replicated on a similar short walk in pretty much any part of the British Isles (and would in fact be magnified in many upland areas, often haunted by the memories of even more dramatic abandonment and desertion from prehistoric times through to the early modern period). 

Does this matter? Is it simply an inevitable consequence of processes steadily advancing ever since the first furnaces of the Industrial Revolution were stoked? 
      




I think, to misuse Rachel Carson's famous phrase, these silent fields do matter. At the conclusion of his treatise on the relationship between the rural and the urban in English literature, The Country & the City, Raymond Williams shines a light on the powerful pressures exerted by capitalism leading to "a simultaneous crisis of overcrowded cities and a depopulating countryside". This remains the nub of the problem; how it can be challenged is the conundrum. Of course I am not advocating a developer's charter to concrete over the countryside, far from it. But perhaps if the concept of 'localism' is to be more than hollow sloganeering then it could be a bulwark to provide room for people, including those from the town looking to renew their links with the land but lacking the City salary or pension to purchase a hobby farm, to re-establish a foothold in the furlong, the coppice, the hillside trod. This means enabling people to build livelihoods, homes and communities in a rural setting, from the bottom up; sometimes this might make, for instance, the Cotswolds look a little scruffier (and upset the coach-bound countryside voyeurs), sometimes it might not work or be unsightly, but what's the alternative? Disconnected populations corralled into brownfield site ghettos whilst the wolf roams a returning wildwood unhindered, in earshot yet far away; and farm managers tend their spreadsheets, a robotic workforce tilling the land. 

If we are to move beyond the long-running position of stasis in the relationship between the wider population and the physical environment in which they live, if G.K. Chesterton's "people of England, that have never spoken yet" (as proxy for people everywhere) are to be awoken from their deep coma of complacency, fatalism and inertia and move beyond reductive visions of the country versus the city, then we could make a start by telling our social history like it really was: the landscape as much a setting for radical transformations as apolitical continuity and conservative evolution. The real story of why and how people left the land, how common land rights and responsibilities operated (and their limitations), how enclosure revolutionised the landscape and "in taking the commons away from the poor, made them strangers in their own land" (as outlined in E.P. Thompson's Customs in Common), and so forth. This is not about looking backwards - yearning for a golden age that never existed. To quote Thompson again "We shall not ever return to pre-capitalist human nature, yet a reminder of its alternative needs, expectations and codes may renew our sense of our nature's range of possibilities".

So, can I glimpse a possible future in which I would be able to wander these valleys and pass by numerous small communities, their endeavours part of the daily rhythm of a landscape in which they had a stake, freed from wage slave dislocation from their surroundings? Would these green images be enhanced by peopled colour? Wonder at the beauty to be found in the countryside untempered by the melancholy thought that I am merely observing the relics of human activity and there is no one here to enjoy it but me. Perhaps this sounds a little too like Thomas More's Utopian Republic; the idealised pastoral socialism of William Morris in his novel News From Nowhere. Well I'm a dreamer, and maybe that's no bad thing. What thoughts a walk in quiet country can provoke.

A dream of common cause, common weal, common wealth

As the somewhat dismal forces of nationalism, Utopian pipe dreamers and neo-con capitalism collide in Thursday's Scottish Referendum I may not have a vote, but I can daydream about a more rational world in which ...

The Scottish National Party push for a referendum on Scottish independence. The response from the rest of civic and political society across the United Kingdom of Great Britain and Northern Ireland is OK, but thats a pretty narrow question on which to frame such an important process as a referendum. Anger, disenchantment and apathy towards our current political system seem to run deep across all sections of society and territory across these islands. There are also many Scots in England, English in Scotland, Welsh in England, those of Scottish decent across the other parts of the country etc etc; how would you decide who has a say in this matter?

Debate and discussion takes place. The consensus view is that, yes there is a need for a referendum but it needs to be inclusive and give all the people real options to choose from, not just a false binary choice for 10% of the population. This means that the referendum will give a voice to all registered voters across the whole United Kingdom. So the question is framed, and here it is:

Which of the following most closely matches your preference and aspiration for the future political structure of the United Kingdom (England, Northern Ireland, Scotland and Wales)?

1. I am content with the current political structure.

2. I would like to see a federal system with meaningful and increased devolved government in Northern Ireland, Scotland, Wales and the regions and cities of England, within a unified United Kingdom.

3. I would like to see England, Northern Ireland, Scotland and Wales become separate independent states. 

To ensure that there is no democratic deficit and enable self-determination, if a majority in any of the four constituent parts of the United Kingdom vote for option 3, separation, then that country would have the right to secede from the UK and become independent.

Am I naive in thinking that a majority vote for option 2, a federal Britain, would kick-start the urgently needed progressive reform of our democratic structures? 

Well I can dream. Although, maybe the seismic shift towards political engagement in Scotland may just tip us into believing that change can come for everyone. What a shame it would be if we are diverted from such an opportunity by a messy, prolonged, costly and divisive decoupling of Scotland from the rest of us?

 Anyone for common cause, common weal, common wealth?

Unbounded freedom ruled the wandering scene

"I thought of walks in the English countryside, where people start shouting at you as soon as you stray from the footpath".  

A statement by George Monbiot from his thought-provoking new work Feral that, like the book as a whole and the concept - rewilding - that it advocates, both resonates and slightly infuriates at the same time. 

'Rewilding' is certainly trending in environmental circles at the moment. However, its not so much the prospect of the return of the wolf, lynx, beaver and other predators and large herbivores to the uplands and wilder parts of the British Isles and Europe that is in my thoughts (though I do have some practical and intellectual problems with this idea that may be explored at another time). The above quote struck a chord with me because it also hints at a more basic, anthropocene concern when considering the future of landscapes and ecosystems; namely, perhaps before we rush headlong into facilitating the theoretical 're-introduction' of the straight-tusked elephant that roamed European forests and plains 40,000 years ago, we should address the more fundamental concern of land ownership, access and control. 

To be fair to Monbiot, rewilding is a useful and imaginative stalking horse for stimulating debate on this issue and future direction in the wider policy fields of agriculture, conservation, energy, housing, transport and land-use. My own ruminations on the bizarre situation that we in these islands find ourselves - an increasing population, in many ways more autonomous than ever before, excluded from living and working (or even visiting) the larger part of the land mass on which we dwell - have cooked up a righteous soup of thoughts around community food production, noble, peaceful trespass and the hidden history of the tyranny of enclosure. How can it be right that '...nearly half the country is owned by 40,000 land millionaires, or 0.06 per cent of the population, while most of us spend half our working lives paying off the debt on a patch of land barely large enough to accommodate a dwelling and a washing line' (Simon Fairlie)?

A number of recent readings and 'Twitter-leads' have helped to stimulate this well-spring. The most striking being Gerry Conley's blog post on The right to roam land and shore, 'but for the sky, no fences facing'which eruditely brings together many of the touch-stones of this subject: Norman land grabbing, eighteenth and nineteenth century Parliamentary Inclosure, John Clare, the Diggers of St George's Hill, the Kinder Scout Mass Trespass, Marion Shoard, Right to Roam legislation, corporate land ownership and the creeping privatisation of public space. These themes have also been essayed in articles by Peter Lazenby and, again, George Monbiot. 

The Diggers, a radical group of proto-socialists who occupied St George's Hill in Surrey in 1649 are fascinatingly chronicled in the 1975 film, Winstanley. In many ways, this doomed five month attempt to establish the concept of the 'Common Treasury' of the land for all, ruthlessly quashed by the reassertion of the primacy of private capital and ownership, occured during a pivotal period in history for the English landscape and society; a course was being set for the processes of enclosure and 'improvement' of the land, of successive agricultural, industrial and post-industrial revolutions that sculptured the environments and socio-economic realities of subsequent generations, and still resonate today: 'Winstanley had a dream of a wonderful, gentler, more just and happy world; a dream that came again to other people in succeeding centuries, but for whose realisation we are still waiting' (David Gardiner).  

The arc of this story is well rehearsed, and well written, ground that I am not going to retread. Instead, I am leaving the path, plunging into the undergrowth; exploring the concepts of access, private ownership and enclosure, and maybe rewilding of the self, head on and with the 'muddy boots' of empiricism. Taking, in Richard Mabey's words, '...the opportunity to experience it (nature) face to face, with its qualities of wildness and renewal intact'. So, rather than using an Ordnance Survey map to pleasingly link up the anarchic network of dashed lines indicating public rights of way, hill tracks and unmetalled lanes, I have devised a mildly subversive circuit through hill and dale that studiously avoids legally prescribed routeways: a Trespass Way.

Navigating to a 'high forcing chamber of history'

Participation in a day-into-night navigation course on the edge of the Brecon Beacons has got me ruminating on two unrelated topics, both stimulated by spending a cold Friday night on a moor looking for a cave: the understated value of moving through terrain using the basic disciplines of route-finding with compass and map; and a visceral piece of radical landscape history. 


The session was part of on-going training for the Black Mountains Upland Volunteers scheme that I have previously posted about.  At 4pm our small group ascended a track above the village of Trefil, just north of Tredegar on the high ground of Mynydd Llangynidr above the heads of the Ebbw and Sirhowy valleys; an area known with etymological accuracy as Blaenau, meaning 'heights, uplands, headwaters'. Before us stretched what would normally be a boggy morass of rough limestone moorland, but the ground was bone-hard on account of a lack of recent precipitation and the chill wind that whipped into our faces, like a perpetual slap. The temperature had remained resolutely low all day and, in R.S. Thomas' words, "the cold landscape returned my stare".


Jan Morris aptly describes the unusual feeling and topography of this transitional space between the, once mighty now post-industrial, valleys of Gwent and Glamorgan to the south and the majestic hill country of the Brecon Beacons National Park to the north:

"This is country unlike any other in Wales, partly because of its terrain, partly because of its fateful associations, and coming to it is like entering some high forcing chamber of history. Up your road goes, up the steep limestone ridge, pocked with caves and old workings and the remains of tramways, until crossing the ridge of the escarpment you find the harsh expanse of the Blaenau stretching there before you. Across it runs the cruel Heads of the Valleys highway, cars, trucks and motor-bikes crawling through the wind, and there are the remains of long-abandoned workings, and half-obliterated tips. It is colourless but compelling - the air rasping, the moorland glowering, and on the south side of the road the industrial valleys suddenly plunging away with their mines and chapels and railway tracks jam-packed and canyon-like towards the sea."


At first sight, our surroundings seemed unpromising country for navigating around: sink holes, cairns, springs, small pools and narrow water-courses the only features amongst the washed-out winter monotony of heather, course grass and sedge; the lazy meanders of the contours on the map mirroring the relative lack of variation in elevation on the ground. Slowly but surely we found our 'bearings', becoming accustomed to the coming dusky gloom; the relative sparseness of features actually sharpening our ability to match map with fact. And realising that small sink hole symbols on paper translate into mightily deep depressions in reality, literally swallowing up the ground. We were soon in our stride, communicating in the vocabulary of navigation, which has to be learnt like an esoteric code: magnetic North, back bearings, catch-points, hand rails, aiming off, Eastings and Northings.

And so, like a team of worker ants, and repeating our mantra of calculations -  bearing, distance and estimated time - we worked our way from feature to feature to the half way point, a limestone cavern known as the Chartist Cave. With a bit of help from our instructor to locate the entrance to the cave in the now pitch darkness, we encamped in the chamber to refuel before plotting a course back to our start point. 

And the cave is also the entry point to the second theme of this post. It is named for its use, according to local folklore, as a secret meeting place and arms factory for Chartists from the area in the 1830's. Chartism was "...the first independent working-class movement in the world, a snow-ball movement of social protest..." (Briggs). Although some Chartists took a moral stance against violence others were less idealistic, including those who used the caves around Blaenau to help prepare for a semi-military campaign of social disobedience and insurrection.   


In  1839 several thousand working men marched on Newport from the area and other locations across the South Wales valleys in protest at the imprisonment in Monmouth of a number of prominent English Chartists. On the morning of 5th November the 'Battle of Newport' took place, but it was an inglorious defeat for the by now undisciplined and drunken Chartist 'army' who were no match for the professional soldiery who had been stationed in the town to quell the uprising. Nine of the protesters were killed, most quickly fled back to their valley communities and their ring-leaders received predictably harsh sentences for their crimes of treason; reprieved from execution but transported to Australia for life.


On returning home, and with thoughts of this piece of history  brought vividly to life on a chill winters night, I was reminded of a lustily sung favourite song of old, Ironmasters by The Men They Couldn't Hang; a hymn to the radical uprisings of the era against the ironmasters and coal magnets of South Wales, "...from the smoky stacks of Merthyr to the hills of Ebbw Vale".


Although the Chartists ultimately failed in their own time, the rights for which they protested, including universal suffrage, would later become corner-stones of democratic systems around the world. In the words of E.P. Thompson, "we may thank them for these years of heroic culture". And yet, pondering the ruthless, exploitative industrialists of mid-nineteenth century South Wales and the modern day hegemony of global capitalism, I can't help thinking that The Men They Couldn't Hang were right: "Ironmasters, they always get their way".
